It is difficult to compare the two places, but let me try.
The Hawaiian Islands being part of USA is very developed with many high rises,
great infrastructure, clean smooth paved roads, clean restaurants and stores, all
the typical chain restaurants and shops you would find in any US city.
Phuket is an island in Thailand, Thailand has a legal and parliamentary system
very similar to the US, but it is still considered developing country. This
however is it's charm to most visitors, that it doesn't have the infrastructure
as a typical US city.
As an underdeveloped country Phuket has a lot more flexibility in terms of it's
rules and regulations. You don't have police ticketing you for speeding, careless
driving, parking in non parking zones, open alcohol on the street, bringing
your dog to the beach, prostitution, illegal street vendors, etc... and it shows.
Phuket is going through unbelievable growth and is becoming more like Hawaii each year
in terms of it's commercialism, the quality of structures and services, rules and laws.
For this reason, the backpacking crowd now perfers more remote destinations and luxury
hotels and resorts have displaced many of the cheap bungalows, property prices are
ever increasing and now families and more wealthy visitors now frequent Phuket or call
it their second home.
